Treasury unifies transfer criteria to expedite civil servant competitions

The Generalitat will unify the three transfer criteria into one for all professional groups and positions to streamline procedures.

The Department of Economy, Finance and Public Administration will unify the current three criteria into a single one for all professional groups and positions. The aim is to reduce duplications and shorten the timelines for transfer competitions.

The Department of Economy, Finance and Public Administration of the Valencian Generalitat has proposed to unify the three assessment systems that currently coexist in job provision competitions into a single criterion. The measure has been negotiated in the Sectoral Table of Public Function, chaired by the regional secretary of Public Administration, Eva Palomares, according to elperiodic.com.

The new criterion will be common for all professional groups and subgroups and for any type of position, including managerial roles and base positions. The Department argues that the coexistence of three different criteria increases administrative complexity, generates divergences in the application of assessment criteria, and prolongs procedures by requiring successive and differentiated calls.

The Law 4/2021, of April 16, on the Valencian Public Function (LFPV) mandates that transfer competitions be called before assigning positions to newly hired personnel. This mandate requires, according to the Department, a coordinated and agile provision system that guarantees the mobility of civil servants with objectivity and legal certainty.

With the unification, the Administration will be able to jointly call the competitions and incorporate a phase for awarding results, as provided for in the LFPV and its development regulations. The Department maintains that this formula reduces duplications, streamlines processing, and reinforces the legal security of civil servants.

The proposal is part of the adaptation of assessment instruments to new public management dynamics and to a more structured and efficient system, according to the department led by the Department of Economy, Finance and Public Administration.

The text of the new order has been negotiated in the Sectoral Table of Public Function. From now on, it must complete its administrative processing before coming into force, although the Department has not yet specified the expected timeline.
