The applicant must be Spanish or a national of a member state of the European Union, although citizens from other countries may access it under the circumstances provided for by international treaties and applicable Spanish regulations.
The regulations exclude those suffering from an infectious disease or any other condition requiring permanent and continuous hospital care. Personal and family situations are assessed through a social report and a medical report, in addition to economic information.

Along with the application, the interested party must present a municipal certificate of residence in the Community of Madrid for the two previous years, a declaration of income and assets in the format established by the Directorate General for the Elderly, certificates from financial entities regarding deposits, accounts, financial assets or other capital that have generated the income reflected in the IRPF, a social report, and a medical report according to the official models.
The Community can consult certain documents if the interested party authorizes it, such as the identity document, the certification from the Tax Agency regarding the IRPF, and the pension certificate received. If such authorization does not exist, the applicant will have to provide them.
The process can be carried out electronically or in person. For the electronic route, it is necessary to complete the form and have one of the electronic signature systems accepted by the Community of Madrid. Those who prefer to apply in person can download the form, sign it, and submit it along with the documentation at the designated offices. Some offices require an appointment.
The municipal social services corresponding to the residence review the application and prepare the social report. Then, the file is sent to the competent General Directorate, which conducts the assessment applying the corresponding criteria. The residence for independent seniors provides permanent housing and comprehensive care for individuals who cannot be cared for at home due to their socio-family circumstances. They should also not be confused with municipal apartments for seniors from the Madrid City Council or senior centres, which have different requirements and purposes.
