Aena has started expropriating land in Elche to build the new boarding pier and the general aviation building. Owners will be able to submit objections for 15 working days.
Aena has initiated the expropriation process for more than 88,000 square metres of land to construct the new boarding pier and the new general aviation building at Alicante-Elche Miguel Hernández airport. According to alicantextra.com, the announcement of the start of the procedure has been published in the Official State Gazette (BOE).
The area will be added to that already occupied by the old T-1 building and the general aviation building, intended for private flights. Within this land, Aena intends to forcibly acquire 4,276.89 square metres of public domain roads owned by the Elche City Council.
The process affects 25 plots, all within the municipality of Elche and classified as rural land. Among those affected are private owners and the vehicle rental company Aeroautos. The plots are included in the Airport Master Plan, approved on 19 July 2001.
According to the announcement, the General Subdirectorate of Airports and Air Navigation justifies the expropriation due to the increase in air traffic, which has generated:
“the need for more space”
in the terminal building to accommodate security processes.
Owners have 15 working days to submit objections. After that, these will be analysed and resolved before a final expropriation proposal is formulated. The cost has not yet been calculated. The completion of the process could take at least a year, and Aena will try to overlap these timelines with the drafting of construction projects, which are scheduled for 60 months.
The new pier will include a centralised border control post to manage traffic from countries outside the Schengen area. The actions will be specified in stages.
The expansion is part of DORA III, for the period 2027-2031, with a total estimated expenditure of 1.154 billion euros. With the set of actions, the current terminal area will grow by nearly 30%. Aena has also tendered technical assistance to manage the projects, with a budget of 38 million euros.
The first works would not start before 2028. The initial actions, for which 868 million euros have been reserved for the terminal, could extend beyond 2031, coinciding with DORA IV.
