The board of Telefónica approves the creation of B2B Spain, B2C Spain, and Wholesale Spain, each with a unique leader. Support functions will move to corporate areas under Marc Murtra, and the board of Movistar Plus+ will be abolished.
The board of directors of Telefónica has approved an internal reorganisation of its business in Spain, at the proposal of the executive chairman, Marc Murtra, according to elnacional.cat. The company is creating three independent business units: B2B Spain, B2C Spain, and Wholesale Spain, each with a unique leader, specific objectives, and a mandate tailored to their growth opportunities.
This measure continues the strategic plan presented in November and aims to strengthen focus on each segment, drive growth, simplify the organisation, and increase accountability for results. Telefónica wants to transfer capabilities from Telefónica Spain to other markets, avoid duplications, and accelerate decision-making and its implementation. The new model also aims to reinforce Spain's role as a platform for developing and scaling digital services in international markets, with capabilities in cybersecurity, cloud, and defence, in addition to new B2C businesses.
The support functions of Finance and Control, Strategy, People, Legal, Security, and Audit of Telefónica in Spain will move to the corresponding corporate areas, under the direct scope of Murtra. The company argues that this measure prioritises commercial and technological functions, simplifies processes, shortens decision cycles, and concentrates resources on the core business. The staff will maintain their affiliation with the respective companies and their operational focus within the corporation or Telefónica Spain.
The three units and the technical management will be under the direct responsibility of the group's CEO, Emilio Gayo, just like the businesses in Germany, Brazil, and the United Kingdom. The new model does not modify the legal structures of Telefónica Spain nor the financial reporting model to the market.
B2B Spain will manage the business for companies and public administrations. It will maintain its momentum in the national market while scaling cybersecurity, cloud, data, artificial intelligence, internet of things, and defence solutions to other European markets. This area will fully incorporate Telefónica Tech, with Sofia Collado at the helm of the subsidiary. The top leader will be Borja Ochoa, who retains his role as non-executive chairman of Telefónica in Spain.
B2C Spain will encompass the residential business (connectivity, television, and devices) and the content of Movistar Plus+. It will seek to combine domestic growth with international expansion in selected connected home businesses and new services such as alarms, content sales, or Travel e-SIM. It will be led by Óscar Candiles. The Wholesale Spain unit will continue under the responsibility of Marisa Urquía and will manage the relationship and business with other operators.
The CTIO Spain management, led by Sergio Sánchez, will take over the management of the network, systems, and operations to service the commercial units, aiming to simplify processes through automation and artificial intelligence. Both Óscar Candiles and Sergio Sánchez will join the Executive Committee of Telefónica.
As part of this operational simplification, the board of directors of Movistar Plus+ will be abolished. This decision means that Javier de Paz will leave his non-executive chairmanship. De Paz will take on new roles in Business Development and Continuity at the European level and will maintain his position as deputy director to the chairman with responsibility for Infrastructure, Real Estate Assets, and CSR.

The new operational structure comes into effect with the aim of reinforcing the company's role as a strategic asset for Spain and Europe and its commitment to European technological autonomy.
