Ceuta recorded 36 loans for the purchase of housing in August, 111.8% more than a year earlier, according to the INE. This is the largest year-on-year increase in the entire country.
In August, Ceuta was the autonomous community with the highest year-on-year growth in mortgage signings for the purchase of housing. According to data from the National Institute of Statistics (INE), 36 loans were constituted, which is 111.8% more than in August 2025. According to information published by El Pueblo de Ceuta, this figure comes right after the massive arrival of more than 80,000 migrants at the end of July.
The national average was much lower: mortgages rose by 2.3%, reaching 33,841 operations. Following Ceuta were Extremadura, with a rise of 41.8% and 736 loans, Navarra, with an increase of 23.2% and 473 mortgages, and Melilla, with 22.6% more and 38 loans.
In contrast, La Rioja recorded the largest drop, with a decrease of 27.7%, followed by Baleares, with 21.8% less. Mortgages also fell in Madrid (-5.8%), Aragón (-4.2%), Cantabria (-4%), Castilla-La Mancha (-3.7%), Canarias (-2.4%), País Vasco (-2.3%), Galicia (-0.8%) and Andalucía (-0.3%).
This data only reflects the number of mortgages constituted. To assess the evolution of the local market, one must also consider the previous trend and the changes observed by industry professionals after the summer. The demand from residents adds to that of workers and officials arriving from the peninsula, while the supply of properties is limited.
The manager of the real estate agency Mar Real Estate, Suresh Dhanwani, described the local market in early October as:
“very peculiar”
He noted that the massive influx had so far had a greater impact than the new state measures announced to regulate rents. The shortage particularly affects rentals, where demand exceeds available housing. Dhanwani called for an increase in the residential stock, to facilitate construction, and to offer incentives to property owners to put their properties on the market.
In contrast, housing sales in Ceuta fell by 1.8%, with 56 operations in August. In Spain, they grew by 3.4%, reaching 49,319 operations, although they fell by 19.7% compared to July, a typical behaviour during the summer period. In the accumulated total for the first eight months of the year, sales reached 458,200, 2.3% less than in 2025.
The average amount of mortgages constituted in Spain exceeds 181,000 euros in the latest data published by the INE.
