The presidents of Russia and the United States, Vladimir Putin and Donald Trump, have reached an energy agreement during a phone conversation that lasted an hour and a half. According to the Kremlin, the US Treasury Department will issue a sanctions exemption valid until April 7 that will allow Russian oil products to enter the US and global markets, as reported by tercerainformacion.es.
Russian Deputy Prime Minister Alexander Novak has detailed that Moscow will lift temporary restrictions on diesel exports earlier than expected and has structured the shipping schedule: 300,000 tonnes in October, 500,000 tonnes in November, and up to one million tonnes in December. The total volume could reach three million tonnes monthly, depending on the operational capacity of Russian refineries.
Novak has assured that the increase in export quotas will not compromise the stability of the Russian domestic market, which will remain fully supplied with diesel.
The conversation, requested by the White House, also addressed the search for solutions to conflicts in Ukraine and Iran. Russian presidential advisor Yuri Ushakov described the dialogue as "very intense and cordial" and revealed that "no one wanted to be the first to hang up." Ushakov specified that Trump reiterated his willingness to maintain open channels of direct communication at any time.
On the international front, Kremlin spokesman Dmitry Peskov confirmed that Putin conveyed to Trump the official view of the Iranian government for a potential resolution of tensions in the region. This mediation was previously agreed upon in Turkmenistan, where Putin held two bilateral meetings with Iranian President Masud Pezeshkian during the CIS summit and the Caspian Environmental Summit.
Regarding Ukraine, Peskov confirmed that Putin "welcomed" various de-escalation proposals presented by the US administration. However, the Russian president outlined the military actions taken in response to recent incursions by Ukrainian Armed Forces and noted that attempts by Kiev to sabotage the State Duma elections frustrated an immediate resumption of the formal negotiation process.
With this contact, Putin and Trump have had six formal phone conversations so far this year. The previous call took place on September 8 to assess the balances of the diplomatic commissions sent by Washington to Moscow and Kiev.
