The Chamber of Commerce of Ceuta can now begin the process of distributing 10 million euros among traders affected by the migration crisis. The agreement with the Ministry was signed in the city.

The Chamber of Commerce of Ceuta can now start managing 10 million euros in aid aimed at compensating the city's traders for losses resulting from the migration crisis of 30 July. According to El Pueblo de Ceuta, the president of the institution, Karim Bulaix, signed an agreement this Tuesday with the Secretary of State for Trade, Amparo López Senovilla, in the presence of the Minister of Economy, Trade and Business, Carlos Cuerpo.

The aid aims to reactivate local consumption, modernise establishments, expand sales channels, and facilitate generational change in the sector, focusing on small and medium-sized enterprises and self-employed individuals in the city.

The funds come from the Royal Decree-Law 22/2026, of 1 September, which allocated 14 million euros for actions managed by the Chamber. This amount is divided among retail, hospitality, and tourism. The regulation required that, before activating the aid, the Chamber sign an agreement with the Secretaries of State for Trade and Tourism, which had to establish the schedule, actions, budget for each line, requirements, selection of beneficiaries, and justification controls.

The signed agreement is the first of two that the Chamber must subscribe to. The second, which will allow the management of 4 million euros for tourism and hospitality, will be signed shortly with the Secretary of State for Tourism, Rosario Sánchez Grau, as explained by Karim Bulaix at a press conference.

The Chamber of Commerce will be responsible for executing the actions and accounting for the funds received. The disbursement will be made in phases: in commerce, there will be two tranches of up to 5 million euros each. To release the second tranche, at least 75% of the funds from the first must be justified and a favourable evaluation obtained. Unused or unjustified funds must be returned.

The actions for the commercial sector are structured into six blocks. The first includes the implementation of purchase vouchers to inject liquidity and stimulate consumption.
